EXECUTIVE BRANCH

The Executive Branch is made up of the Board of Directors and the Administration Department. This is the General Manager, his Administrative Assistant and all Professional Consultants.

The Executive Branch is overseer of the District enterprises. All phases of District activity channel through the Executive Branch such as planning of day to day operations, meter reading, customer billing, collection, new accounts, Code Enforcement, Board Orders and Resolutions, minutes, personnel files, payroll, accounts payable and financial accounting and reports, work orders and all futuristic planned development.

Served the Water District from January 1986 until early retirement January 1993 and returned in June 2000. Don has many years experience in the Municipal Management field and well remembers starting as a Water & Sewer Manitenance Worker in Irving, Texas (1961) for $1.65 per hour.

FINANCIAL BRANCH

The Financial Branch is the overseer of the District's financial and accounting operations. All phases of District finance channel through the Financial Branch including the supervision of the Accounting, Customer Service, Meter Reading and Computer Services Departments. The Administration Department assists the General Manager in budgeting, rate calculations and future planning, works directly with independent auditors for the annual audit and is responsible for keeping up to date on GASB (Governmental Accounting Standards).

ACCOUNTING DEPARTMENT

The Accounting Department has the responsibility of personnel files (relating to payroll, sick leave, vacation, insurance and other benefits), invoices for accounts payable, accounts receivable. This Department also maintains the District Work Order system, general ledger posting and bank deposits, and also directly supervises the Billing & Customer Service Department.

CUSTOMER SERVICES DEPARTMENT

The Customer Service Department has the responsibility of processing all customer information, accounts receivables, billing, new service applications, bad debt collections, extensions, service disconnects, and work orders for all departments, account payments and customer relations. Daily operations include the generation of customer billings, disconnect notices, work orders necessary for billing, work orders for all other departments. This department generates billing for over $6,000,000.00 in revenues.

FINANCIAL BRANCH
METER SERVICES DEPARTMENT

Without meter readers you got a big mess. No one to turn the water off or on when you need it. No one to read the meter so the billing can go out. And they read over 6,000 meters every month. Soon they will be using some mighty fancy equipment. Computerized automatic reading. All new sub divisions are being installed with these devices. Really remarkable. These new devices will actually tell us how much water is used at any particular time during the day during a 2 month period.

COMPUTER DEPARTMENT

The Computer Services Department has the responsibility of maintaining the District billing hardware and software, network firewall, anti-virus, information servers and all personal computers. Daily operations include training, purchasing of all computer and electronic epuipment, monitoring, securing, backing up, replacing hardware and updating the network.

UTILITIES BRANCH

The Utilities Branch is the overseer of the District's utility operations. The planning of day-to-day operations channel through the Utility Branch's Administration Department. These operations include water and sewer line repairs, conforming to TCEQ rules and regulations, planning and inspections of new development and code enforcement.

UTILITIES BRANCH
WATER DISTRIBUTION DEPARTMENT

Most people's concept of the water crew is that they fix leaks. They do fix leaks and sometimes the leaks are real hum dingers when you are maintaining 90 miles of water mains. But, you would be surprised if you knew that they take 25 water samples every month from various locations in the District and have them tested. Then there is flushing of dead end lines to keep the water fresh, checking (and installing) fire hydrants to make sure the District has adequate fire protection. They also maintain the 4 high speed pumps that supply pressure in the system, monitor the 2 elevated water towers to make sure they are balancing. When they get caught up they make about 50 new individual water service connections for new homes being built in the area and try to replace under sized mains on at least 2 streets in the District each year (with District employees doing the work).

WASTEWATER COLLECTION DEPARTMENT

Wastewater is complex in nature at every aspect. Environmental regulations are stringent and difficult to learn. The State of Texas regulates our industry by requiring personnel to attend training courses and pass certification tests.

The Wastewater Collection Department operates and maintains the District's wastewater collection system. Lift stations, manholes, main lines and lateral lines are maintained by the Collection Department. Daily operations such as repair to blocked mains and laterals, and removal of grease and roots is performed by this department.

The Wastewater Rehabilitation Department operates and maintains the District's manholes and performs television inspection of new and existing main lines and laterals. Daily operations such as repair to manhole and clean outs, smoke testing, point repairs to main lines are performed by this Department.

Truly our unsung heros. Their efforts make sure that every new pipe or fitting goes in according to standard specifications. These are the employees that make sure the system doesn't have costly problems because of developers or contractors cutting corners or doing something unethical. They also protect our enviornment by making sure illegal substances are not put into the sewer system and protect health by carefully protecting our water from dangerous cross connections or backflow situations.

This Department provides overall administration and supervision on maintenance and reconstruction activities on street, sidewalk, driveway, alley and other excavation sites. Also supervises Solid Waste collection and code enforcement, and maintains all District owned buildings and lands.

SITE RESTORATION DEPARTMENT

If the District had a PR department this is it. These employees are charged with cleaning up after the water and sewer crews finish their installations or repairs. When we began this Department in October 2000 the District had a backlog on driveway repairs that was 2 years behind. These employees have become experts in replacing driveways, sidewalks and roadways. Fences and landscaping are also included in their forte.

SOLID WASTE DEPARTMENT

Our "one man army." As you know Waste Management contracts to pick up the residential waste in the District. But, we decided we wanted someone available to meet one on one with our citizens to resolve issues and also to give a quick response to customer complaints.

When the District took over solid waste collection 3 years ago the old contractor had a waiting list of brush and junk pickups that numbered over 900 piles that were many months old. Today we work to achieve a schedule of rapid removal. Now our complaints (which are few) are concerning a matter of 2 - 3 weeks at worse.

For the past 2 years the City and District have been meeting and discussing ways to assure that faster, better service can be obtained. In November 2004 the City and District reach an agreement that the District would take over all solid waste collection in the city, including commercial and construction, along with residential. With that agreement the District negotiated an enhanced brush and junk removal that will assure that every pile would be removed within a 7 day period. This contract also relieved much of the pay as you go charges for brush and junk, and, best of all these conditions allowed the District to offer a reduced price for monthly service to senior citizens.
