For Dallas County Water Control & Improvement District #6

The Board of Directors for the Water District consist of 5 members who are elected "at large." Each Director's term of election is for 4 years and election years are held on even numbered years (2 Directors were elected in 2006 and 3 Directors will be elected in 2008). After each election the Board members determine who serves as President, Vice-President, Secretary, Treasurer and Director.

In 1990 the Board adopted Procedural Rules, as set out in the Texas water Code sec. 54.108. The Rules of Procedure are a set of rules which are general not exhaustive in nature, and gives the Members of the Board guidance in the areas of public meetings and passing of Orders and Resolutions.

The Board's responsibilities and powers are similar to those of a City Council. They can even pass laws that address criminal acts and cause fines and penalties to be paid. The Board of Directors has the power of annexation, taxation, and even the appointment and arming of a District Police Officer.

To qualify to run for office a person must be at least 21 years of age, a resident citizen of the state of Texas, and either own land subject to taxation in the District or be a qualified voter within the District (Sec. 54.102 Vernon's Annotated Statutes).

Terms of office are for 4 years, elections held on the uniform election date, established by the Election code, in either January or May of each even number year to elect the appropriate number of Dorectors (Sec. 49.103 Vernon's Annotated Statutes).

Vacancies on the Board can be filled by appointment of the Board prior to the 60th day after the vacancy occurs. If the Board has not filled a vacancy by appointment before the 61st day after the vacancy occurs, a petition, signed by more than 10 percent of the registered voters of the District, requesting the Board to fill the vacancy by appointment may be presented to the Board. If the number of of Directors is reduced to fewer than a majority or if a vacancy continues beyond the 90th day after the date the vacancy occurs, the vacancy or vacancies shall be filled by appointment by the Commission if the District is required by section 49.181 to obtain Commission approval of its bonds or by the County Commissioners Court if the District was created by the County Commissioners court, regardless of whether a petition has been presented to the Board under subsection (b). An appointed Director serves for the unexpired term of the Director being replaced (Sec. 49.105 Vernon's Annotated Statutes).

Elected May 2002, serves until May 2006. Elected May 2004, will serve until 2008.

Mr. Jones is employeed at a large construction equipment company. He is the man that finds the right parts for the right machine even if they are half way around the world. He has served on the Balch Springs City Council.
